About Us

Message from the CEO

Starting with the launch of our QR code payment business in 2015, NETSTARS has steadfastly led the way as a pioneer of the transition to a cashless society.

At present, as digital transformation continues at a rapid pace, we are tackling solutions to issues faced by a diverse range of businesses, not only within the payment field.

Our mission is to let the payments go smoother.

In order to achieve this mission, we are progressing forward in two clear directions.

The first is the construction of an innovative financial architecture. We will further strengthen StarPay, our gateway that connects payment and businesses, and utilize data to seamlessly coordinate between individual consumers, businesses, and the entire financial industry. Furthermore, we will create innovative value that has never been seen before.

The second direction is our perspective, looking from Japan toward the world. Payment is inherently borderless and universal. This concept is our reason for taking on the challenge of tackling global issues, utilizing the insight and technology we have cultivated through StarPay.

As NETSTARS, we will continue to challenge ourselves in pursuit of these two key directions. In addition, while the social responsibilities borne by our business continue to increase, the meaning of our existence is called into question from a sustainability viewpoint. We will proceed to grow together with society, and strive toward the future with a new resolve.

We aim toward self-transcendence, without ceasing to pursue progress and challenges.

  Tsuyoshi Ri

  Representative Director and CEO

  Graduated from the College of Physics, Jilin University.
  Was responsible for Cisco network design and construction at CSK and NS Solutions.
  Founded NETSTARS in 2009 and appointed as Representative Director and CEO.
  Focused on the international communications gateway business from the time the company was founded, and is engaged in creating markets with the power of payment x technology and innovating behavior.

  Hisahiro Chofuku

  Director and COO

  Graduated from the Graduate School of Business Administration, Rissho University.
  Joined Livedoor (currently LINE) in 2009.
  Appointed as Director and COO of LINE Pay in 2017, and Representative Director, President and CEO of LINE Pay in 2020.
  Worked on LINE Pay and LINE@.
  Joined NETSTARS in 2021, and was appointed Director and COO in February 2022.

  Gen Adachi

  Director and CFO

  Graduated from Faculty of Law, Keio University.
  Joined Citigroup Global Markets Japan in 2013, and was mainly engaged in stock and bond financing related business in the investment banking sector.
  Joined Goldman Sachs Japan in 2015, and was engaged in a wide range of financing related operations for domestic and foreign clients.
  Joined NETSTARS in 2021, and was appointed Director and CFO.

  Chuck Chen

  Director and CTO

  Completed a Master’s of Engineering from the Faculty of Information Sciences, Jilin University.
  After gaining experience in Singapore and the United States, joined eBay/PayPal in 2009, and designed architecture in mobile technology as a senior architect.
  Appointed as CTO of Chinese payment company Yeepay in 2014.
  Joined NETSTARS in 2020, and was appointed Director and CTO.

  Kun Wang

  Director

  Graduated from the School of Computer Science and Technology, Nanjing University of Science & Technology.
  After working in Chinese companies, joined Sanntsu in 2004 and worked as an engineer.
  Appointed as Director of NETSTARS in 2011.
  Worked on development of international transaction technology using QR codes, and currently mainly oversees StarPay.

  Kyoka Yoshida

  Director

  Graduated from the School of Computer Science and Technology, Dalian University of Technology
  After working in Chinese companies, worked at Panasonic ITS and Fujitsu Frontech as an engineer.
  Appointed as Director of NETSTARS in 2011.
  At present, mainly oversees StarPay-mini and development of new products.

  Toshiaki Hamada

  External Director

  Graduated from the University of Tokyo, Faculty of Law, and entered the Ministry of Finance in 1979.
  After working in the Research and Planning Division of the Minister's Secretariat, served as a Planning Officer in the Minister's Secretariat. Served as Deputy Director General of the Fire and Disaster Management Agency, Ministry of Internal Affairs and Communications. Held the position of Deputy Director General in both the Ministry of Internal Affairs and Communications and the Ministry of Finance.Served as Director General of the Tax College.

  Kosuke Nakamura

  External Director

  Graduated from the University of Tokyo, Faculty of Law.
  Joined The Industrial Bank of Japan (currently Mizuho Bank) in 1981.
  After serving as Deputy President of Mizuho Bank, held the position of Vice Chairman at Merrill Lynch Japan Securities Co., Ltd. Appointed as Director of NETSTARS in 2025.

  Nagayasu Tokugawa

  Permanent Auditor (External)

  Graduated from the Faculty of Business Administration, Tokyo Keizai University. After working at Sumitomo Corporation Power & Mobility Co., Ltd., among others, he was appointed auditor at Ray Corporation, and auditor at ZEN PLACE Inc. Appointed permanent auditor at NETSTARS in 2020.

  Mikito Ozawa

  External Auditor

  Graduated from the School of Commerce, Waseda University. Became a registered attorney in 2007, and joined Minato International Law Office in 2009. Has successively held positions such as officer and legal advisor in payment-related companies, and was appointed auditor at NETSTARS in 2020.

  Yukie Kisaki

  External Auditor

  Graduated from the Faculty of Economics, Seikei University. After gaining experience in auditing and advisory work at Deloitte Touche Tohmatsu LLC, she transferred to Financial Advisory Services within Tohmatsu, and subsequently established herself as an independent in August 2022. Appointed auditor at NETSTARS in 2023.

  Tetsuya Inada

  Executive Officer

  Graduated from the Faculty of Economics, Hitotsubashi University. Leadership experience in corporate planning and management divisions at an IT consulting firm as well as multiple venture companies. Currently mainly focuses on overseeing the management and screening division.

  Keisuke Takishima

  Executive Officer

  Graduated from the Department of Economics, Kanto Gakuin University. After launching SI sales and recruitment projects at an IT-focused trading company, joined NETSTARS following experience as a director in the sales department of a payment company. Currently oversees sales within the payment business.

  Kenjiro Umemoto

  Executive Officer

  Graduated from the Faculty of Economics, Keio University. Launched a venture following his experience of work at an IT consulting firm and the corporate planning department of a consumer goods manufacturer. Subsequently joined iRidge Inc., serving as a director of the development division and the chief manager of new business. Joined NETSTARS in 2022, where he oversees the DX support project.
